  1. Preheat oven to 350°F (175°C) and line muffin tins with paper liners.
  2. Whisk together flour, cocoa powder, and salt in a bowl.
  3. Cream butter and sugar until fluffy; add eggs, red food coloring, and vanilla.
  4. Combine buttermilk with baking soda and vinegar; mix into wet ingredients alternately with dry ingredients.
  5. Fill cupcake liners two-thirds full and bake for 18-22 minutes until a toothpick comes out clean.
  6. Cool completely before coring cupcakes and filling them with a mixture of cake crumbs and sweetened condensed milk.
  7. Frost with buttercream, create bite marks, and finish with white chocolate fangs.
