Marinate chicken cubes in cornstarch, soy sauce, rice vinegar, sesame oil, garlic powder, ground ginger, and optional red pepper flakes for at least 15 minutes.
Heat vegetable oil in a skillet over medium-high heat and cook marinated chicken for 5-7 minutes until golden brown.
Remove chicken and whisk together sweet chili sauce, soy sauce, rice vinegar, sesame oil, minced garlic, ground ginger, and optional red pepper flakes.
Simmer the sauce in the skillet for 2-3 minutes until thickened.
Return chicken to the skillet to coat with the sauce.
Steam or sauté broccoli and prepare bell peppers and carrots while chicken heats through.
Serve over cooked rice and garnish with fresh herbs and toppings.
