Marinate chicken cubes in cornstarch, soy sauce, rice vinegar, sesame oil, garlic powder, ground ginger, and optional red pepper flakes for at least 15 minutes.
Heat vegetable oil in a skillet over medium-high heat; cook marinated chicken until golden brown (about 5-7 minutes).
Remove chicken; stir together sauce ingredients in the same skillet. Simmer for a few minutes until thickened.
Return chicken to the skillet and coat in sauce; heat through.
Serve over cooked rice with broccoli florets, bell peppers, and carrots arranged around the chicken. Garnish with green onions, cilantro, and sesame seeds.
