Preheat your oven to 400°F (200°C). Slice the tops off the garlic heads, drizzle with olive oil, and season with salt and pepper. Wrap in foil and roast for 40-50 minutes until tender.
In a mixing bowl, combine softened goat cheese and cream cheese until creamy. Add more olive oil, lemon juice, salt, pepper, and optional red pepper flakes. Mix well.
Fold in minced herbs and mashed roasted garlic cloves. Transfer to a food processor and blend until smooth—add milk or cream as needed to adjust consistency.
Taste and adjust seasoning before transferring to a serving bowl. Chill in the fridge for at least one hour before serving.
Garnish with extra herbs and a drizzle of olive oil before enjoying with crackers or veggie sticks.
