  2. Arrange the saltine crackers in a single layer on the prepared baking sheet.
  3. In a saucepan over medium heat, combine the butter and brown sugar. Stir until melted and bubbling; boil for 3-5 minutes until amber in color.
  4. Quickly pour the hot toffee mixture over the crackers, ensuring even coverage.
  5. Bake for 5-7 minutes until bubbly.
  6. Remove from the oven and sprinkle chocolate chips over the hot toffee; let sit for about 5 minutes to soften.
  7. Spread the melted chocolate evenly using an offset spatula.
  8. Decorate with eye candies and sprinkles while still warm.
  9. Chill in the refrigerator for 1-2 hours until set, then break into pieces.
