Marinate the chicken in soy sauce, cornstarch, rice apple vinegar, ginger, garlic, sugar, and white pepper for at least 30 minutes.
Cook the lo mein noodles according to package directions; drain and toss with sesame oil.
Prepare the lo mein sauce by mixing together soy sauce, mushroom oyster sauce (optional), sesame oil, brown sugar, cornstarch, broth, vinegar, ground ginger, and garlic powder.
Stir-fry the marinated chicken in vegetable oil until cooked through; remove from the pan.
Stir-fry sliced onions and vegetables until tender-crisp.
Add the sauce and simmer until thickened; return chicken and noodles to combine well.
Serve garnished with sesame seeds and green onions.
