Prepare the sauce by whisking together soy sauce, hoisin sauce if using, brown sugar, sesame oil, ground ginger, white pepper, and chicken broth in a bowl. Mix cornstarch with cold water until smooth in a separate small bowl.
Cook the lo mein noodles according to package instructions until al dente. Drain and rinse with cold water; toss with sesame oil.
Heat vegetable oil in a large wok over medium-high heat. Add sliced chicken and cook for about 5-7 minutes until browned; remove from wok.
In the same wok, sauté bell peppers, mushrooms, and carrots for about 5-7 minutes until crisp-tender.
Add garlic and ginger; sauté for another 30 seconds until fragrant.
Return cooked chicken to the wok along with prepared noodles. Pour sauce over everything and toss well for another 2-3 minutes until thickened.
Serve immediately garnished with sliced green onions.
