  2. Whisk together mayonnaise, ketchup, horseradish, and paprika for the dipping sauce; refrigerate.
  3. Peel the onion, trim the top, and cut it into petals without cutting through the root.
  4. Soak the onion in ice water for 15-30 minutes if desired; dry thoroughly afterward.
  5. Prepare the dredging stations: one with flour and spices, another with milk and egg.
  6. Coat the onion first in flour, then dip in the milk mixture; place on the baking sheet.
  7. Drizzle with olive oil and bake for about 30 minutes; rotate halfway through for even cooking.
