Heat olive oil in a large skillet over medium-high heat. Brown the ground beef, breaking it apart until fully cooked (5-7 minutes). Drain excess grease.
Add chopped onion and green bell pepper to the skillet; sauté until softened (about 5 minutes).
Stir in diced tomatoes, tomato sauce, taco seasoning, and spices. Simmer for 15-20 minutes until thickened.
Warm tortillas in a skillet or microwave for easy rolling.
Assemble burritos by placing beef filling and cheese onto each tortilla; fold sides in and roll tightly.
Cook assembled burritos seam-side down in the skillet until golden brown (5-7 minutes per side), or bake at 375°F for 20-25 minutes.
